There's much more to the Fire and Rescue Service than you'd imagine. Most people assume that the Service comprises firefighters and control room staff who save lives by responding to emergency calls. The fact is that there are a rich variety of roles within our Service. Uniformed and non-uniformed staff work together as a team all committed to the organisational goal of saving lives.

The Development Services Department is managed by David Gill, Head of Development Services.

Development Services' primary role is to ensure that the Service is best placed to meet the demands of all its employees, throughout the Service area.  The Department is responsible for ensuring that the correct policies, procedures, and supporting infrastructure are in place to develop and assist all personnel in delivering an efficient Fire and Rescue Service to the people of the Highlands and Islands.

Development Services comprises:

  • Command & Control
  • Human Resources
  • Learning and Development
  • Operational Policy & Planning, incorporating Health & Safety
  • Operational Skills (Training)
