The Training & Development Department is responsible for the training of staff in key core skills to develop competent personnel who are knowledgeable and well versed in routine procedures and capable of meeting the demands of operational incidents encountered in the service of the community. The Department is organised as two sections: |
The Delivery section of the Training & Development Department is responsible for the delivery of a wide variety of courses directly to operational HIFRS personnel.
Training Department personnel are responsible for the management and delivery of courses throughout the HIFRS area, either locally in the districts, or at the Service Training School in Invergordon where, additionally, hot fire training can be conducted.

A total of 106 students underwent Trainee Firefighter courses for retained and auxiliary personnel, with a further 476 undergoing Breathing Apparatus Initial and Refresher courses last year. The Department also conducted Road Traffic Accident courses with 260 personnel attending. This year has seen the introduction into the Service of equipment supplied by Her Majesty's Government to improve Fire Brigade capabilities in the event of a CBRN (Chemical, Biological, Radiological or Nuclear) or other major incident. This equipment will involve the training of personnel in the use of Urban Search and Rescue equipment, including technical search procedures involving both hi-tech probe camera and listening devices. Also included is a mixture of equipment for cutting, boring and shoring at the scene of a collapse, whether natural or man-made. In conjunction with the Scottish Ambulance Service, there are also facilities for decontaminating persons, if required. Fire Service personnel are being trained in the use of this equipment both nationally and locally, and this department recognises both the importance of the initiative, and its responsibility to develop and successfully deliver the appropriate training within the allotted time-frame. |

Design & Development

The Design and Development section of the department is responsible for all aspects of individual's development within the organisation. This is achieved by an analysis of individual and organisational needs, and the development of solutions to address this. The section has the responsibility for the review and production of all Training Notes for all operational equipment and procedures, and for local and national examinations. |
A major task for Training & Development personnel is the development of systems and procedures related to the Integrated Personal Development System (IPDS).
The IPDS will mean a move away from the traditional development programmes to a system that is vocationally driven, concentrating on role specific competencies that will take employees through selection, development, assessment and then confirmation in position.
The 8 Scottish Brigades and the IPDS team at the Scottish Fire Sevices College have developed a partnership to deliver the components of the IPDS which will evolve and become embedded within the learning strategy for the Scottish Fire Services.
